When we examine the published materials in Turkish, it is really hard to talk about the existence of a standalone STS literature in Turkey. Nevertheless, we can find STS-related writings that have been shaped in the different field of studies, among which the history of science and technology occupy a considerable space.*
When it comes to the discussions of science and technology in relation to social issues, we first witness the emergence of a literature by the 1960s, at the times of the First Five-Year Development Plan (1963-1967), which made visible science, technology and society relations at the policy level.
By the 1960s in Turkey, science and technology came to be evaluated as a means towards social and economic development. Research conducted at different universities, especially in the fields of economics/development economics, varied in time and came to shape science and technology policies in the light of new theories, concepts, and methods. Today, this line of studies continue in the fields such as "innovation economics", "science and technology policy", and "science, technology, and innovation studies", and has perhaps the largest potential for establishing links with the STS-as-we-know-it. The following publications stand as examples to these studies:
By the 1970s, while science and technology related issues get economized at the scale of policy, a number of publications focusing on the political economy of technology began to emerge, especially in the works on engineering and architecture in Turkey. One example to these studies is an article entitled “Kapitalist Toplumda İşbölümünün Gelişimi ve Mimarlar” [Architectures and the development of the division of labour in capitalist society] and written by A. Artun and S. Kozacıoğlu [published in 1976 in the journal Mimarlık (76/3)]. In the following years, with the increasing number of critical studies that question the commodification of knowledge production processes as well as technocratic mentality, the analyses of what is social about science and technology started to emphasize political economy of science and technology beyond policy considerations.
The STS-related literature that emerged between the 1970s and 2000s can be discussed under three categories: 1) sociology of knowledge and sociology of science; 2) studies about engineers and architectures; 3) works based on the critiques of capitalism. Though the works published at that time do not provide empirical studies which specifically shed light on the co-production of science, technology and society, they seem to have opened an important space for the development of STS in Turkey. These works were not in close conversation with the STS literature but could have evolved into STS.**
By the 2000s, we witness the emergence of discussions and publications related to the transition to knowledge-based societies. One primary example to these discussions is an edited book published following the meeting "Transition to Knowledge Society" in 2002 by the Turkish Academy of Sciences. Having an interdisciplinary approach, this book includes topics ranging from the conceptual discussions on the terms such as knowledge, information, and data, to analyses of multiple issues, e.g., the political economy of knowledge; democracy, society and knowledge relations; and the instrumentalization of knowledge to count a few.
In the last twenty years, we also recognize the emergence of studies engaging directly with STS literature in one way or another in Turkey; and these studies mostly appear in two fields: 1) media and digital culture studies; and, 2) anthropology of health and illness.
In sum, when we examine related publications in Turkish, it seems that STS literature has yet to exist in Turkey as a matured intellectual infrastructure in understanding the complex relations between sciences, technologies, and societies. Finally, we can also talk about the translation and publication of STS books in Turkish that went parallel to the increasing interest in the field in the last twenty years. Though small in number, the publication of these translations is a considerable development, including the works by notable names in STS such as Thomas Kuhn, Evelyn Fox-Keller, Donna Haraway, Sergio Sismondo, Bruno Latour, Kaushik Sunder Rajan, J. D. Bernal, Rosi Braidotti, and Ian Hacking.
