Data and data integration is framed as a possibility for a better understanding of nature and its contribution to a good quality of life. At the same time the intent of a data management policy is to make the usage of data transparent.
One possible interpretation of this is that data is not posited in a positivistic way of representing a truth, but as approximations to the truth. Because they are only approximations, data has to be made transparent and open to contestation. However, it also implies that more data and better practices of data integration will lead to better approximation of the truth.
