the health coordinator responds to my request to do research at a Mexican Health Institute

After trying to get access to a Health Institute in Mexico, a general coordinator said to me in an e-mail:

Despite the fact that we consider your research project to be quite interesting, it does not fit with the research areas we cultivate in this Center, which are mainly quantitative and focused on operative investigation. Besides, we have to follow official guidelines to protect both the wellness and confidentiality of our patients. Therefore, we have decided not to get involved within your research project.

Critical Commentary

Mexico's National Institutes of Health are located in the southren part of Mexico City. One of them caters to people with infectious diseases and has a specialized HIV/AIDS research center. I approached the general coordinator of that Institute to express my desire to do research there, and she initially manifeted interest in my doctoral project. She then requested a detailed abstract, and two months later she responded to my request by e-mail:
