What does this community believe about the role of knowledge infrastructures in stabilizing meaning?

Data and knowledge are described as inseperable from one another. In the document it says: "In many cases, data can not be interpreted without knowledge [...]." (p. 10) and that data and knowledge form a "continuous spectrum". Moreover, they have quite open definitions of data and knowledge. In the same paragraph it says: "

"Data can be of any nature, including among others, spatial or non-spatial, qualitative or quantitative, descriptive, and from all scientific disciplines. This includes information from indigenous peoples and local communities (IPLC);
Knowledge is the understanding gained through experience, reasoning, interpretation, perception, intuition, and learning that is developed as a result of information use and processing."
